COA flags ₱93.55 million in stalled Carcar City projects

COA flags stalled Carcar projects and three idle facilities, the Capitol proposes a ₱200 million El Niño plan, and DepEd Cebu gets ₱51.6 million.

COA flags ₱93.55 million in stalled Carcar projects and three idle city facilities

COA's 2025 audit of Carcar City found 53 projects under the 20% Development Fund, worth ₱93.55 million or about 60% of the ₱155.16 million set aside, not started by 31 December 2025, mostly over land problems, unready sites, missing papers and slow procurement. It also listed three finished but unused facilities worth ₱270.77 million: the Takdog water treatment facility in Poblacion III (₱19.99 million, 2018), the transport terminal (₱100.89 million, 2020) and the livestock auction market (₱149.89 million, 2024). The 2025 books got a qualified opinion.

What it means for Carcar

These are facilities residents paid for and cannot use yet. The terminal still lacks glass walls, doors, tiles and a water tank, and the auction market lacks water, power and pens. The city told COA it may turn the water facility into a teaching site for Carcar City College and the auction market into extra market stalls or the night market. Capitol weighs a ₱200 million El Niño plan for Cebu

The provincial disaster office sent Governor Pamela Baricuatro an El Niño plan for 2026 to 2027, received on 1 October. It sets aside ₱200 million across Capitol offices for water, drought, heat, fire and emergency response, with alerts tied to PAGASA outlooks: green for routine checks, yellow for a monitoring desk and water saving, orange for water tankers, red for continuous rationing. It also plans drought-tolerant seeds and feed for farmers and warnings by text, radio and social media. It still needs to be adopted.

What it means for Carcar

Carcar farmers and livestock raisers are the ones this plan is meant to reach first. Once it is adopted, ask the city agriculture office about drought-tolerant seeds and feed. Watch for provincial alerts by text and radio, and store some water before the driest months.

Schools

School board approves ₱51.6 million more for DepEd Cebu Province

The Cebu Provincial School Board approved a ₱51.6 million supplemental budget on 6 October. ₱20 million goes to more temporary learning shelters in Cordova and Danao City, ₱22 million to the 44 towns taking part in a December provincial sports meet (₱500,000 each), ₱9.5 million to run the meet, and ₱100,000 to the board itself. A second meet is needed because the school calendar changed, and it will pick athletes for the regional meet in March 2027. The money comes from the board's trust fund, which held ₱1.5 billion at the end of July.

What it means for Carcar

Carcar's public schools are under the DepEd Carcar City Division, not the provincial division, so this money does not go to them directly. Families with student athletes in nearby towns such as Sibonga, Barili or San Fernando should expect a provincial meet in December.

Heavy rain floods parts of Consolacion and Cebu City

Several days of heavy rain across Cebu flooded a residential area by a creek in Casili, Consolacion, around noon on 6 October, and parts of Lower Tambisan in Barangay Tisa, Cebu City, in the days before. A Casili resident said the area floods three or four times a year. No typhoon was involved, and the report warned that more intense rain could bring flash floods and landslides.

What it means for Carcar

The same rain is falling on south Cebu even in an El Niño year. If you live near a creek or river in Carcar, keep drains clear, move valuables off the floor and know your barangay's evacuation point.
