Ginatilan's ASF outbreak declared contained as ten pigs die in Cebu City
The Provincial Veterinary Office says the African swine fever outbreak in Ginatilan is contained. All 60 blood samples from the town's 12 barangays outside the first hot spots tested negative. In Cebu City, ten backyard pigs near Barangay Sapangdaku tested positive and died, the city's first confirmed cases there in nearly three months. The city put up a police-manned checkpoint on Wednesday night, 21 October, and is tracing raisers within 500 metres. The province has banned live hogs and pork from Negros and other ASF-hit provinces since July.
No case in Carcar has been reported. The lechon and chicharon trade here depends on keeping it that way: buy pigs and pork only from documented sources, keep visitors and their footwear away from pens, cover feed, and report any sick or dead pig to the City Veterinary Office the same day.

Diesel expected up ₱2 to ₱2.50 a litre on Tuesday, gasoline down ₱1 to ₱1.50
Oil industry estimates based on four days of regional trading point to a diesel increase of ₱2.00 to ₱2.50 a litre and a gasoline rollback of ₱1.00 to ₱1.50 when new pump prices take effect on Tuesday, 27 October. It would be the second week in a row of diesel going up while gasoline comes down. Traders blame attacks on Saudi oil facilities and Gulf shipping, and Ukrainian strikes on Russian refineries, for the diesel rise. The estimates leave out freight costs, so the final figures may differ.
Jeepneys, buses, trucks and farm engines run on diesel, so this keeps pressure on fares and delivery costs into Carcar. If you run a diesel vehicle or pump, fill up by Monday evening. Gasoline motorcycle and car owners can wait until Tuesday.

27 Cebu towns and cities now ban pawning 4Ps cash cards
The DSWD's Central Visayas office says 27 local governments in Cebu, and 29 in Bohol, had passed ordinances banning the pawning of 4Ps cash cards as of 21 October. In the south they include Barili, Dumanjug, Alegria, Badian, Moalboal, Aloguinsan, Argao, Boljoon, Samboan, Ginatilan and Talisay City. The DSWD warns that lenders who take the cards as loan collateral may face penalties under the law and these ordinances. Carcar is not on the list.
Even without a city ordinance, the DSWD tells 4Ps families in Carcar not to pawn, lend or hand over their cards or PINs. Anyone pressured to give up a card should report it to the city social welfare office or the 4Ps city link.

Governor says the Capitol is ready for disasters ahead of Tino's anniversary
Governor Pamela Baricuatro says the province is better prepared for calamities as the first anniversary of Typhoon Tino on 4 November approaches. The provincial disaster office now runs from its own headquarters in Barangay Apas, Cebu City, opened in January, with a monitoring and command centre, flood boats, life detectors and drones, and it has stocked food in warehouses ahead of storms. A Mass and a lighting ceremony at the Capitol will remember those who died in the typhoon and the earthquake.
In May the Capitol said it planned a strategic warehouse in Sibonga to serve the south, which would put relief goods closer to Carcar; this week's reports gave no update on it. Keep a family go-bag ready and follow the city's disaster office for advisories.
